It has gas and oil like its supposed to?
Cranks but wont start
when trying electric start
it will start
But has to be warm.........we'll call that hard starting.
but could be connective issue.

You have to start with the pull cord
Does it have a "run" or "on" switch? or a kill switch problem?
Like a rider mower, you have to sit in the seat and depress the switch
with your weight? that can b a safety circuit? not sure what exactly it has. or the year
Then is the fuel turned partly off?
or the choking system has an issue
Warm engines start without choke.
pulling the cord for 10 minutes kinda warms them up.
and killswitches or the keyswitch can be loose from vibration
or have connection issue or just chincy parts sometimes in miniature.

Clean and gap your spark plug and or ignitor gap for weak spark issue.
The spark would tick and be less frequent instead of going snap.
You ground the plug electrode and pull the cord, observe removed
cleaned gapped plug connected

and improve spark or cranking power, or read about
fuel issue, see what you find.
Many pull start ignitors I have checked had oxidation or rust,
and I gap them upon install with a business card
That makes a visible difference in how the spark jumps on the plug.
I flush the carbon from the cylinder if I can tilt the machine to drain the carb spray out while pulling the rope.
