I know he is attracted to me (at the least) but I guess I turned him off by being a TEASE?

My guy friend is sending me mixed signals....Does he like me/attracted to me. OR NOT?
1st - We just made out & fooled around for a bit at my party. No sex. He tried but I rejected it cause I didn t feel comfortable at the time with that. We were cool after that, a little awkward but still friends.
2nd - At another party, I tried dancing with him (grinding) he was up against a wall & we dance for a minute or so....but then he kind of moved away & said "ill dance with you later" (he never did). After we were still talking normally & he kept checking me out. (why wouldn t he dance?)
3rd - Every time were at another event/place together, he still checks me out & looks at me when I talk to other guys.
4th - He keeps liking my IG pics, especially pics of my cleavage/body showing a bit.
5th - Whenever I try something now, he kind of seems uninterested..and seems uncomfortable when I look him right in the eyes.
