without the aux,verb 'do' in usage=have listed=present participle tense also.
eg:-All govt office (have listed) in a special section(but for your good memory printing.)
=a sentence.
be=aux. v
Used with a pp to form the passive voice
eg:-Govt offices (are listed) to form the passive voice;
Hence:-Gov.offices are listed in a special section of the Directory.
