Yes- you can run it on low to medium settings. Everything checks out. For future reference, be sure to list your graphics card. Luckily I already knew that kind of Intel generation was running "Intel HD Graphics 4400" though. Intel HD Graphics are horrible for present gaming, but older gamers like Dishonored will run. You should be getting decent frame rate on low to medium.

NOTE: The video I listed in the source is someone playing Dishonored on an i3 Processor with the same Intel HD graphics as you do. He is playing on high settings (You can tell it is laggy) but that can be easily fixed by adjusting to lower settings. He is also recording his gameplay which also has an effect on his performance.

You did not list a GPU. Can't make a judgement without knowing that.
