We meet often and we hug and kiss each other. We are open about our feelings but he has not proposed me yet. Is he serious or will he ever commit me in future?

Depends on if you guys are actually together or not. And how long you have been together if you are.

He's not going to commit to you until you say something to him about it. He wants to play around for as long as he possibly can until he absolutely can't anymore. He doesn't love you or want to commit to you, he wants to milk how long he can use you for as long as possible.
