Totally unanswerable. Harper Lee wrote one of the most memorable books of the 20th century (however, recently, her lawyer claims she found an unpublished book--actually her first effort--and it was recently published.) Stephen King has written over five dozen.

Great writing., like all truly great literature, depends on the annual output quantitatively.

It depends how you define "published", and possibly also on how you define "author".

Self-published books vastly outnumber books published by traditional publishers. I suspect, though I've no way of proving it, that most people who self-publish a book never publish another. So if you count them, the average would be slightly more than 1.

Then too, there are many reference books and government publications where tens or hundreds of people write pieces of the text. Do you count all of them as an author?
