What is a bill? How does a bill become a law?

A Bill is a draft law and it is called that while it is being debated through the legislature (Congress, Parliament, whatever it's called). When it has been fully debated and agreed upon, it goes for final approval - President's signature, Royal Assent, or whatever other procedure is required. Then it becomes an Act and is law.
