dog going more ballistic than usual over another?

so i was walking my dog and this other dog had passed us and usually she does a simple pull and settles back down. but this time she went ******* Ballistic. i had to hold her for 5 minutes so they were out of sight because she was choking herself to hard. she had loud whimpers. what i find funny is that the other dog was white and mine was black. is that even a factor

No, that's not a factor.
The problem is you have a poorly trained dog and without proper training it will only get worse.

Train your dog on the leash so she's not choking herself.
You should not allow her to act aggressive toward other dogs when she is on a leash. If it takes you 5 minutes to settle your dog down from just seeing another dog pass you, you have problems starting that you need to address. I'd suggest you take some obedience classes where you can work this dog around others in a controlled environment.

I hope you will get many good suggestions here regarding how to train your dog not to do what she did, and also probably a lot of flak for not training her properly.
Regarding the color part,I am not certain but I have a female German Shepherd Puppy who, when out in the yard, tries to herd my black & white female Lhasa Apso, but leaves my male golden Pomeranian alone. Though Inside the house the Lhasa Apso is dominant and can easily show the GSD her place. I tend to believe that, when outside, the GSD treats her as a sheep due to her white. But same gender is probably the actual reason.
