According to one analyst, they took a big jump over Al Qaeda and others when they blew up the Russian plane. They are still not the threat that, for example, the German military machine was in WWII. They are still operating through individuals motivated to carry out suicide bombings, rather than military attacks. Look at it this way- The US, France, Russia and others are capable of carrying out prolonged bombing with drones and planes on strategic targets. That makes us the varsity team. ISIS can't carry out that kind of military wide scale attack. So, yes, it's one way of comparing the powers by calling them JV.
