if a particular result is statistically significant at the 0.10 level, must it also be statistically significant at the 0.20 level? Why or why not?

Yes. if the result exceeds the critical value for .10, it must exceed the critical value for .20 (since the critical value for .10 is further away from the expected result).
Example - normal dist - 2-sided .10 critical value is 1.645; 2-sided .20 critical value is 1.2817;
if the sample result exceeds 1.645, it must also exceed 1.2817.

Yes. If p < .10 that the observed statistic is due to chance then certainly p < .20 that it is due to chance.
