What does she actually mean when she says she is cold?

So when its ACTUALLY cold out, this girl always says she is cold and kinda is ancy and wont stay in place. Is she actually cold, or is it one of those things girls do to get a sweater? Im not sure if she likes me, but if she didnt would it still be weird to offer my jacket? Is she asking for my jacket, if she isn't should I still offer it?

Offer her your jacket and a hug for warmth. See how she responds to both. If she's not comfortable with the hug, just offer the jacket.
