Can you hear the accents, when you become fluent in a language?

Maybe even if you're not fluent. I can generally hear American accents in other languages. And I can to a certain extent detect different accents in Spanish. Not very well, but I can pick up a few things, like accents where they drop the "S".
Yes. I am fluent in Portuguese and can recognise the accents i most frequently meet with (Lisboeta, Carioca, Paulista, and Nordestino. In Spanish I can recognise those of Castilla la Vieja, Central Mexico, Caribeño, the High Andes and Platine.
you don't have to know a language well to hear the different accents . I can hear the difference between Austrian german and hamburg german accents . between Paris accent and Avingnon accent. I don't know French or German well
