文法上來說　是正確的．不過邏輯上有些奇怪．你為神要重複說明剛剛才說過的事情？
當然，有２個可能：

１．對象不同：
在這情況，我會說：
I just announced to (the management) the following 10 actions items:
...

２．對相同的聽眾做總結：
在這情況，我會說：
To summarize, the takeaways are:
one - ...
two - ...
...

To Cathy on The Present perfect tense:-
(1)I have just announced to (personnel concerned) the following things:-(1-10)---the immediate past
I have already announced to (personnel concerned) the following 10 things;etc.----indicates complettion.
(2)I have announced to (personnel concerned) for (10:30-10:00=00:30)min. the following 10 things.-------refer to a period of time.
I have been announced to (personnel concerned) since 10:00 the following 10 things.-----refer to a point of time in the past.
(3)personnel concerned with sing.or plural should be added :- eg:-There were 10 managerial persons on the board that listened !
