No, it means it has a transparent coating applied over the stainless steel to protect it from marks. Just like clear-coat on car paint which is a transparent sealant that goes over the color layer to protect from scratches and fading.
It means that the stainless steel is covered with a layer of clear enamel. That should stop it from getting scratched - although you can scratch off the enamel.
