You need 3 people to vouch for your character while you're applying to join the fuzz but it can't be a actually a cop - I got the doctor 😷 to provide one reference and I'll give you a clue for the others ( possibly the chemist employees that you regularly visit or even another doctor 😷 - there's a list 📃 of citizens you can ask such as your teacher from year 12 at high school if you like
