Sounds like the starter is turning but not always putting the pinion gear into the flywheel. Try installing a new (rebuilt is cheaper) starter. For some cars it's very easy. For others it's next to impossible unless you are a skilled mechanic with the right tools. In all cases you will get a load of dirt into your eyes unless you wear safety goggles. (I'll bet you can guess how I know.)
