If vladimir putin loves dogs and other animals which he says he dose then why dosent he asks china to ban dog meat?

he loves animals and his pictures say so too then why don't he tells shi jin pning to strictly ban dog meat and introduce strong animal rights in china and i am sure that a good ally can and do this thing if he asks them to do it and i am sure they can pay this little prize if they want to keep one of their very few and the best ally friendly so why dosent vladimir putin asks this.if i was in vladimir putins place i would have i would have asked of this to be the most important thing to be taken care of requested by an ally and if they wouldnt agree i wouldve gone to war with them if thats what it took
