Why do Japanese games always have so realistic footstep sounds?

I know it's a stupid question but I just can't wrap my head around it.
I mean, every Japanese game series I've played from Resident Evil to Final Fantasy will always have as realistic footstep sounds as the game engine allows...
Meanwhile, western games will usually have the same sounds for every step or just generic stock sounds. Which is ok because, seriously, who cares about the sounds of footsteps in games?
Which is why I'm asking this. Is it seriously so important to invest development time and money in this? Is it like a cultural thing or what? o.O

I have exactly the same problem when I play I don't hear clear from which direction the footsteps come from however when I'm in spectator mode I hear clearly where the sound come from. I haven't noticed a consistent pattern, perhaps those developers just like it better.

Can you post some comparisons?

They don't sounds like anything. That's the thing I was miserably failing at getting at with this question.
While the average western game will have generic sound loops for footsteps that you can barely hear, Japanese games will usually have somewhat loud sounds that change according to speed and the surface you walk on and will even start/stop according to how you move the character.
