It wouldn't be boosting an existing character. it should be available when you're creating a new character. I'm not 100% but hopefully some of that may help. Yes, a subscriber should be able to create one new level 60 character. If you meet the qualifications for early access, then you get it now otherwise you get it starting when it officially releases next week. You don't have to use it right away if you don't want.
