You have to poll the students and staff first. Then you will know what things to focus on. Every school is different. If it's just an exercise, then go with what you think the school in general cares about. Where I went to school, they (they being both students and teachers) didn't give a crap about lunch, bell, or dress code (well sort of with dress code, you couldn't show up to school with sexually suggestive clothing), only timeliness with class. Nobody cared about bullying. We all knew it was just part of life and were used to it. I only know of one person that actually got hurt at our high school, but there was plenty of bullying going on where I grew up K through 12. Most everybody came out just fine, in fact in most cases better. You see, bullying happens at work too, so if you learn how to deal with it, you're one the better.
