Stainless steel begins looking shiny. When it takes on a brushed finish, it is still shiny but does not have a mirror image, and yes, it looks like brushed nickle. Which is good because stainless steel, without the brushed finish, shows every single speck of everything as well as endless fingerprints.
I know so many people who thought they would just love stainless steel appliances, but once they live with that finish in their kitchen (dish washer fronts, refrigerators and such), they regret it because they are forever wiping down food smudges, fingerprints and their dog's face prints.
Its not shiny, more dull, but it is a different color than satin or brushed nickel. Nickel often has a slight pinkish cast. An easy way to compare is to go to a hardware/Target/ etc store and look at cabinet knobs in the different finishes as a rough estimate; knowing different manufacturer's colors are slightly different.

No, brushed stainless is not highly shiny, it has a sort of cloudy matte finish.
