My parents are moving from London to cornwall. Will I be allowed to complete my AS levels in November in Cornwall college? I'm only 2 months into AS levels so will I be allowed to go to a different college and complete them there?

Yes, but you may struggle to find a college offering the same subjects for the same exam boards
