How do I get a profile picture on my yahoo answers account?

You cannot right now. Yahoo disabled that capability months ago and have not reinstated it yet

You can't. Avatars and the editing of nicknames have been disabled. They are making changes to profiles. No one knows when or if they will be enabled again.
