The only way to make a true "Remix" is if you have access to the original multi track master of the music, that was mixed down to make the original.

A re-mix is based on manipulating the original master tracks and creating a new mix down from them.
If you work from the already-mixed release track, it's really an edit or dub, not a remix.

Either way, any good DAW (Digital Audio Workbench) program can do the mixing or audio manipulation.
