Is leaving a puppy downstairs locked in a room with NO windows OK?!!?

My neighbors keep their puppy locked in a room in the basement with no windows, only lights on. Room smells freaking HORRIBLE since the dog poops in there. His poor bed is a tote bag which he learned to love. I gave him a stuff animal toy and he wont let it go as if its his only friend. Last time i went down there he had NO water and was very thirsty (poor thing :( ). So I now always go down to check if he has food and water because they neglect him. Hes so skinny. He barks and howls i guess to let him out of that room. And when i open the door he gets so happy and wines/cry. What should i do? :( i cant keep him since i already have 2 pomerainians and it sucks because im starting to love this little guy! I cant understand why people would get a dog just to ignore them? What should i do? Should i just let it go since at the end of the day he is not mine? Sorry for the long question. Thanks in advance!!!!

This is not the proper conditions for any puppy or dog.

From the sounds of it, they are just neglecting this puppy. Leaving a dog in basement all day is NOT right.

Call the Humane Society or local SPCA. Help this poor puppy get out of this situation.

No, it's not okay. It seems to me that they can't properly take care of the puppy. Maybe you can ask to buy it off them, but that puppy needs to get out of there. Either someone needs to adopt it, or the owners need to be reported to animal services for neglect.

Unless you are willing to buy & take the dog, Your only other option is to report them for the ABUSE. No animal should be forced to live this way. the sooner he's out, the sooner he can be put in a good home & be less emotionally scarred for life.

report your neighbors right away. that's no state for any animal to live in, and that poor baby is suffering down there. maybe you could just adopt it too tho, I mean, just think about how much that pup loves you and how much of a bad time he's having right now... but you should call pet protection services first!

If you want to save him,take him and socialize him with your two pomeranians.

No thus you would do good to report your neighbour to animal control they are not fit to own a dog obviously no dog deserves to be kept in such conditions and squalor.

Report them - you can do it without giving your name. Clearly something has to be done, if only for hygiene reasons!!!
