what dose it takes for a foreigener to be a president in another country also taking in account that hes not very rich?

its not me being a foreigner wanting to be president its only something i am writing about.i know a foreigner cant be a president in usa so just take any euorpean country

Every country has its own laws about who can be president or prime minister or whatever they call their head of government. Some have elections on a regular schedule like the US does. In others a person may declare himself or herself president for life.
