Only adults can file the required legal documents.

That's a difficult one since teenager gap though I will tell you one thing if you're a minor ie under 16 or even under 18 you have Buckley's chances of being trusted with great responsibilities you seek so your best option is to play a waiting game and see what options you have when you become an adult.
