Should I completely forget about her ?

I've met this girl about 3 weeks ago, and we've been hanging each time after class. I like her and also she likes me (she told me herself). The issue is that she acts strange when it comes to texting and stuff. I asked her to go watch a movie or go out somewhere she keeps saying she has work. On the other hand when we hang out its never awkward and we do have a good time. Until one day I tried to kiss her. but she didn't want to, I just brushed it off and it was nothing weird or some sort of that. We continued our "hanging out" by holding hands and then going our separate ways. I haven't texted her since, and she hasn't texted me either. I saw her today at class, and after class I usually wait for her but not today, I had to discuss something with the teacher. She didn't wait for me at all. I just met her at the elevator, she turned around and saw me, but didn't even say hi, until I went up to her. And she was just texting someone on her phone. That really irritated me so as soon as the elevator came I just went in without her. Should I just forget her all?
