Can you have makeup in your carry on (purse)without having it in a bad for delta?

First, the airline doesn't matter. The security rules are the same no matter what airline you are using.

Second, only liquid makeup that you have in your carry-on needs to be in the clear baggie - foundation, mascara, lip gloss, etc.

Powders, eyeliners, lipsticks, blush and other solid or powder makeup can be left out of that baggie.

It depends on the makeup. Liquids have to be in a bag- so any liquid foundation would have to be in your one bag with any other liquids and creams. A solid eyeliner, lipstick, mineral or solid foundation- those things can all be carried in your purse or carry on bag.
