How to transfer money from a vanilla visa gift card to cash or bank account?

A scammer tried to scam me but I got my money back from PayPal. I want the money back in cash so how can I do it. Don't say you can't because I know there is a way. Thanks in advance

No there is not a way to transfer money from a pre-paid gift card to a regular bank account

And if you think there is a way then why are you here asking us. There is no cash value,meaning you can't use it for cash, only merchandise
