why cant animals speak?

They can't speak anything more than what their vocal cords allow them to do. I wouldn't put it past a very intelligent dog or cat to understand a lot of what people are saying. My cats understand tone and many words and phrases, but all that can come out of their mouths is "Eeee!" "Errr" "Meow" and a grunting noise when they're annoyed.

They do. Cats meow, dogs bark, birds tweet, etc, etc. That's them speaking.
It's not English, but neither is French, Japanese, Dutch, etc.

Most animals are just incapable of learning to speak another language. Some can though, like some birds can be taught words/phrases, monkeys can learn sign language, etc.

I said 'etc' a lot there but, you should get what I mean. I hope so anyway.

They can't speak because they were put here on earth as a source of Protein for man. They live by instincts alone, they don't have feelings. They do what nature tells them to do.
