They had an hierarchy, traditions, languages (sometimes written as well), trade, diplomacy, large towns and villages.

Trade goods transported across the area
Medical treatment offered
Community farming/food getting
Permanent structures
Domestication of animals
History taught to the populace
A form of 'money' in use
Cooperative wells for water
