Obama is a political figure, but he's also the CEO of America Inc. - the operating arm of the Federal government. In that capacity, like any other CEO, he may issue regulations as to the operation of the organization. Such regulations are called "Executive Orders" which do not have the force of law and expire with the President's term in office. If the Congress wants to argue the unconstitutionality of any such order, they may appeal to SCOTUS. In short, Presidents can only be dictators if Congress chooses to allow them to be dictators.
