It's pretty confusing, but I think that means:

"one half of 4y..."
½*4y

"...plus the quantity y and 3."
½*4y + (y + 3)

Multiply ½ times 4:
2y + y + 3

Combine the like terms:
3y + 3

Answer:
3y + 3
