Why are the staff in HUD section 811 so strict?

I live in Maryland but the HUD office is in DC.

When I was in section 8 the staff where nice to me & others [now I hear they are nasty], so I moved in to section 811 housing, We are having a lot of inspections this year [3, but 6 counting this agency who pre inspects .. I have gray caulking & the manager says it is mildew [have some], but every inspection from 2006 until now I get ok, but you got mildew [2006 we got new management & when I moved in the first one did bad bookkeeping + did not want us to be left alone. But how do I prove to this manager it is gray caulking? She does not want pictures or to come close & argues with me when I tell her. I cannot move any place as HUD does not give me a voucher [first place I lived I was told no, have not tried here. Also everything seems to hit @ once [inspection & then going to the hospital for dental surgery, everything is zapping me out & I feel bad that I messed up @ church :(. Thanks & God bless you all. HUD inspectors will be here on the 28th of this month & the manager seems to have a lock down on me & I was treated once but reported her & she dined it. So got to live with it. But the 1st landlord left so things seem to be better in the repair department.

They did not mail me anything, they told the manager told me that HUD called her & so far nothing, it is like HUD has section 811 but the staff are hired by other groups & no one seems to care about us tenants. It is like; 'Pay rent & shut up' The staff seems to want smoking & putting us non smokers @ risk. Who is section 811 for them or us? Seems like more for them. It is independent living, but they tell us how to live. What a world we live in where people seem to be the boss

of every thing & the hell with the tenants, like we have to be rich to have a say? But this is 2016 [Happy New Year] & I am not going to complain as it seems to not work. The staff seem to get paid to have their own way.

Call HUD and ask for copies of your inspection reports, which should show "no mold," or some other type of wording.

I don't understand the problem with the inspection. It's up to the landlord to fix any problems with HUD inspections, so if she is claiming it's mildew, she has to fix it.

Ask HUD if they can send a code enforcement officer to your apartment to inspect and determine if there are any problems.

If there are, they will have to take them up with the landlord. The landlord should be responsible for the upkeep of your property, but if HUD isn't finding a problem, there isn't one.
