What tense should i use for a prac report method?

If you are reporting something ( it was already done), then the past tense.

If you are making a general statement about a project, and merely explaining how you will go about it, then the present tense.

EX: We all sat down, and solved the problem,
We generally sit down and discuss how to solve the problem.
