Is tapping someone on the shoulder when they don't like it considered bullying?

basically on weds the college bus on the way home this other student from different course decided to keep on tapping me on the shoulder to like annoy me. Would this count as bullying or not?

ps he only did on the weds as other days I was sitting away from him. It was the first time he did it in college (I know him from secondary school) but say if he does it again on weds would that be considered bullying?

I never had any annoying experiences with him in secondary school but I have with his friend and his friend bullied me in secondary school but not in college yet. So maybe he's getting told to do it by his friend

ps this is UK college 16yrs-18yrs which is year 12-13 ( which is Grade 11-12 for US)
