摘要
我國實施勞動教育已行之有年，但多偏重於由工會或政府委託機關辦理與企業實質相關的職訓課程及技能訓練，勞工對勞動這個概念的實質意義、本身基本權益的認識、如何處理勞資爭議等等缺乏基本觀念，亦欠缺處理的能力，以至於我國勞資關係常處於不平衡的狀態，為使國人對勞動有更深入的了解，應從學校教育扎根著手。
然學校應該針對學生實施的勞動教育範圍為何，審視我國普通高中「公民與社會」課程綱要，其中專章介紹有關勞動範疇的課程，僅於高三選修第一單元中「勞動的意義與參與」時數僅三節課，其餘相關的勞動概念則分散在其他章節中，因此目前課綱中的勞動教育範圍是否適切。
臺中市政府為落實勞動教育，希望藉由學校教育養成對職業與勞動正確價值觀，自民104年至107年分階段完成推動「臺中市勞動教育扎根計畫」，並已製作「勞動教育教師手冊」供教學者參考依循，以達成教學目標，該教師手冊範圍是否適切。
本研究主要透過文獻探討及內容分析法得出高中適切的「勞動教育範圍」，並以此為基準指標，針對「高中公民與社會課程綱要中勞動教育之內容」及「台中市政府勞動教育教師手冊內容」兩個研究對象實施分析，並輔以專家效度及三角分析法，強化效度及信度，研究目的為：
一、普通高中「勞動教育課程內容」範圍。
二、103年普通高中「公民與社會課程綱要」中勞動教育之內容與「勞動教育課程內容」對應程度。
三、台中市政府「勞動教育教師手冊」內容與103年普通高中「公民與社會課程綱要」中勞動教育之內容及「勞動教育課程內容」對應程度。
