Would a police force give civilians access to their surveillance equipment even if the persons they are targeting has discovered the truth?

The civilians have been compromise by me because I have figure out they are using radio frequency scanners to listen in on my cordless phone conversations. When I use my cell phone to txt people, they always leave or come back exactly 10 minutes from the time I originally sent the texts. They have been seen on several occasions following me. They even would have people turn around, take photos of my house, and have people wear the same clothes that I wear.

No, they wouldn't give civilians access to any surveillance equipment at all, ever. It's not their job nor is it legal to do so. This means that either the civilians you're referring to got that equipment on their own, or you're paranoid and imagining the whole thing. I'm guessing the latter.

Okay...where to begin...I'll be gentle...that's a delusion. Some of the things may appear to have happened, but your conclusion, that you're being tracked, listened to and followed both visually and electronically indicates a paranoid delusion.
