Do I allow whoever runs the program I'm trying to download make changes to my computer?

I don't want anyone making changes to my computer I don't want or didn't authorize. I click install, and then a message pops up asking me If I want whoever runs the program to make changes to my computer. What do they mean by making changes to my computer? Are they talking about making changes only to the program I'm downloading or to specific areas in my computer?

The changes are required to install the program. If you trust the program vendor, you should allow these changes. If you don't trust the program vendor, you should not have started the download in the first place.

If the message pops up unexpectedly (i.e., when you're not installing a program), a bad website is probably trying to install a virus, or other malware. Don't allow the changes then!

All depends what you are installing and where from.
If you don't allow the changes, then you cant install that software.
