Because x+9 / x+5 is continuous.
So Lim / x--> 1/3 x+9 / x+5= (1/3 +9) / (1/3+5)=7/4
So Lim / x--> 1/3 x+9 / x+5= (1/3 +9) / (1/3+5)=7/4
