Yes and no.
The ownership of Hong Kong Airlines and Hong Kong Express are complicated due to political issues.
Both airlines are owned majority by Hainan Airlines. However, given Hainan Airlines is a state-controlled enterprise, a direct management by Hainan Airlines will impact the principal of "One country, Two system". To avoid that, both airlines are in holding status only. Each of the airlines are given their respective full control.
This explains why the frequent flyer program for Hainan Airlines, Hong Kong Airlines, and Hong Kong Express (before converting to LCC) is Fortune Wings Club.
