Is there a good desktop prog. that can 'remove' original camera-shake from this old paper print?

Not even Photoshop smart sharpen plus USM can help much as there is camera shake and subject movement.

Nearly all photo editing software, such as Photoshop, has a Sharpening tool but you can't expect too much from it on a horribly un-sharp photo such as this one. It might improve it a bit but will never bring it back to anywhere near full sharpness.

Not really. Using the "motion blur" tool in Photoshop or similar software might help a little, but nothing could fully cure camera movement on the scale seen in that photo. Hand correction of all that blur would take days - have lots of coffee ready!

And for goodness sake, work on a copy file, or have the original print available to scan again, if you do try to make corrections, just in case you mess up.

Yes, the full online version of Photoshop CC has a camera shake filter.
