Songs are copyrighted whether or not "it usually says it is". What you need is a license from the copyright owners. Some sound recordings actually do have limited licenses available for free. For others, you would need to pay ASCAP or the producers of the recordings.

SoundCloud usually has unlicensed music that you can use, but if a song is copyrighted it usually says it is somewhere.

If you post a video to YouTube or something using a song, just give credit either in the video or in the description
