Is it normal for vacuum cleaner to shoot out small particles against your legs when using it?
We bought a brand new vacuum cleaner and when I use it I can feel it shoot small materials against my legs. I need to go a few times over the same place for it to pick up these smaller particles. It will suck up most dust or hairs, but not the smaller particles. Especially the cat litter, it shoots against my legs.
I did put the vacuum cleaner on hard floor mode- we have hard floors in our apartment.

No it sounds like a filter is missing. Maybe the motor filter? I would take it back for a refund.
If you are using a beater brush on a hard floor, the thing with a revolving brush meant for carpets, then yes, it's normal for one of those to not pick up some particles but to shoot them out before the vacuum can pick them up. That is why it's best to use a plain flat brush attachment on a hard floor.
Something is not fitting well. there may be a loose connection, bag has a hole, canister doesn't fit well. The only other thought is it is coming from under the machine, not through the machine. The dirt is not getting sucked up and instead is being shot out by the brushes. Check that the intake isn't clogged.
Every new vacuum cleaner has a sticker on it that says "Do not take back to the store! Contact us with questions and concerns! 1-800-xxx-xxxx." I would try that first.
