1. You can request, but is unlikely to be succeeded.

Immigration Department's internal policy allows expedited processing for certain HKSAR Passport applications. To avoid abuse, the Immigration Department will require the applicants to provide a written explanation and documented compelling reasons for expedited processing.

In other word, you must explain why you can't get your passport sooner.

In your case, your reason is not compelling at all. You applied to study in Taiwan. So you know you need to have your passport ready.

2. You must follow the regular application procedure and make your request to the Immigration Officer handling your application.
