I know you can transfer your PS3 account to PS4 but can you transfer your PS4 account to PS3?

Yes.
PSN accounts are the same, and can be used on the PS3, PS4 or Vita. It doens't matter where it was made first, it can be used on all three devices.
Content for individual games can usually only be transferred from PS3 to PS4 (depending on the game), but that's separate from your account itself.

Sadly, no. You are only able to transfer content from old consoles to new ones, not the other way around.
