It depends on what weapon. A sling - any shepherd knew how to make it. A Gladius - specialist weaponsmith.Pillum - most legionnaries, stone mace - another specialist crafstsman.

ANybody really. But often it was the craftsman, smiths, etc. Though a kid could make one then, all you need is a fist, rock,stick to have a weapon.
