First - Congratulations. You have a very good English skill, although there are still some minor issues. You should have no issue in TOEFL/IELTS.

However, here are some of your issues:

1. English Proficiency

Your HKALE result was way too old. As mentioned above, you will have to get tested for your English.

2. Program length

Since you never have any higher education, it is unlikely that many courses will be waived. You will have to prepare from the very beginning.

3. Proof of experience

It is not a "he says, she says" situation. If CityU decides to admit you, you will most likely have to go through an interview. In that case, you must be able to "visualize" your experience, such as employers' recommendation, work detail, etc.
