No, this is not true. It just depends which college you plan to transfer to. Some colleges accept transfer applicants with only one semester worth of college credits.
Look at the transfer requirements of the schools you plan on applying to, and then you can go from there.
No it's not true of all 4 year schools. Some do require the whole common core to transfer in. Some don't.
The requirements to transfer vary from school to school, and in many cases the level of performance matters. If you were a strong high school student who went to community college to save some money, or if you were marginal in high school and did very well in community college, you will be accepted for transfer after a shorter time. If you did badly in high school, you will have to do well in community college for a longer time before you'll be accepted as a transfer student.

You don't have finish all of your general requirements before you can transfer. Actually, that might not be a good idea if there is a limit on the number of credits you can transfer or if some departments at your new school don't accept transfer credits (e.g. the physics department at my undergrad only accepted transfer credits from a short list of classes offered at one other school). You should be doing this research on the website of the school you hope to someday transfer to, or even give their admissions or record department a call and ask them what their transfer rules are. You should do this as soon as possible.
If what you were asking is if you can only take GE courses and not ones for your major, then that is probably true, yes. Most universities require you to take most, if not all, courses for your major at their school. You might be able to take the introductory courses in your major that all undergrads have to take at the CC, but probably not any upper level courses.
